The final international conference under the NORMCORM project was held in Sofia

The final international conference “Preventing Corruption at the Municipal Level: the EU Experience” under the NORMCORM project, implemented jointly by RiskMonitor Foundation, Sofia Development Association and MEPCO (Czech Republic), with the financial support from the Prevention of and Fight Against Crime Programme of the European Union, European Commission – DG Home Affairs, was held on 25 March 2015 in Sofia.

The conference objective was to acquaint stakeholders from Sofia Municipality and the civic sector with the European experience in the sphere of prevention and counteraction of corruption and its applicability at the local level.

Participants in the conference were municipal councilors, representatives of the central and district administrations of Sofia Municipality, as well as representatives of nongovernmental organizations and the civil sector.

The opening address was delivered by Mrs. Mita Georgieva, Municipal Councilor and Chairperson of the Standing Committee, Set Up in Accordance with the Law on Prevention and Detection of Conflict of Interest, Sofia Municipal Council, as well as by representatives of the project partner organizations.

During the morning panel, two of the most renowned experts on the problems of corruption – Brendan Quirke and Prof. Petrus van Duyne – presented the topics of „EU Fraud and New Member States” and „Counting, Accountability and Tracking and Tracing from the First Signal or Complaint Onwards” respectively. During the afternoon panel, the topics of „Fight Against Corruption as Part of Strategic Management: the Czech Experience” and „Civil Monitoring on Public Spending through Public Procurement: the Bulgarian Model of an Integrity Pact” were presented respectively by David Koppitz, external senior expert for MEPCO, and Vanya Kashukeeva-Nusheva, Transparency International.

The presentations provoked the interest of the participants, who expressed active positions on the depicted problems within the framework of the subsequent discussions.

The final international conference “Preventing Corruption at the Municipal Level: the EU Experience” under the Non-repressive Model to Reduce Corruption at Municipal Level - NORMCORM project (http://normcorm.bg/)will be held on 25 March 2015 /Wednesday/, from 09.30 to 16.30 hrs., in Arena Hall, Arena di Serdica Residence Hotel (2 Budapeshta Str.), Sofia.

The conference’s objective is to acquaint stakeholders from Sofia Municipality and the civil sector with the European experience in the sphere of prevention and counteraction of corruption and its applicability at the local level.

Participants in the conference will be municipal councilors, representatives of the central and district administrations of Sofia Municipality, as well as representatives of nongovernmental organizations and the civil sector.

The conference will be open by Mrs. Mita Georgieva, Chairperson of the Standing Committee, Set Up in Accordance with the Law on Prevention and Detection of Conflict of Interest, Sofia Municipal Council.

The project is implemented jointly by RiskMonitor Foundation, Sofia Development Association and MEPCO (Czech Republic), with the financial support from the Prevention of and Fight against Crime Programme of the European Union, European Commission – DG Home Affairs.

The project aims to analyze the existing practices and documents for the prevention of corruption in the Municipality of Sofia and the district administrations, and to create on this basis an anticorruption strategy of the Municipality and a model of an annual monitoring report on the fight against corruption within various municipal structures and in the work of the municipal administration with citizens and business. It also seeks to contribute to the enhancement of professional competences of the municipal staff to develop and apply effective anti-corruption measures at each municipal level.

The project focuses on fostering non-repressive measures in preventing and combating corruption within the municipal administration. For that purpose, an ethics guide, indicators for evaluation of the work of municipal units and personnel, as well as a proposal for anticorruption strategy of Sofia Municipality were developed. Within the framework of the project, two roundtable discussions, two training seminars and a study visit to Prague were held.

The continual communication between representatives of the Sofia Municipal Council and Sofia Municipality and the project team has been of great importance for the successful implementation of the project; a two-way linkage for an exchange of ideas was built, which are incorporated in the documents developed under the project.
